BLOODY MURDER TO HAPPEN IN BOSNIA - HERZEGOVINA

BOSNIA ABOUT TO IMPLEMENT KILL LAW!

BOSNIA IS ABOUT TO IMPLEMENT A KILL LAW THAT REPLICATES WHAT IS HAPPENING IN ROMANIA. TO STOP THIS LAW COMING INTO EFFECT THE NEXT TWO WEEKS ARE CRITICAL.
Pas ugiba Foto Bug ba (10) It is crucial that everyone, especially in Europe, lobby their embassy and MEPs. We need to keep the momentum, with press, meetings, lobbying and letters.
On Thursday the 3rd of October the Bosnia-Herzegovina Parliament held a debate on whether or not to change the existing animal welfare law to allow ‘euthanasia’ of dogs held in shelters for more than 14 days without adoption (see below if you think this is an effective means to curb stray populations).
Those opposing the change in the debate (local representatives from Dogs Trust, various pro-animal NGOs, ordinary citizens, veterinary experts from the Veterinary Faculty, professors, lawyers) took more room and were in all ways more articulate. However, the government representatives and in particular SDP representative Nermina Zaimović Uzunović (who originally presented a Bill on changes and amendments to the Animal Welfare and Protection Act at the assembly on July 6 2013) behaved as if they heard none of the facts, explanations of the cause of the problem and how to remedy the problem.
It will be hard to keep the law as is. The next 2 weeks are critical.

We are drafting a new petition on change.org but cannot post final up until early next week. There are existing petitions you can sign below.
But what is important right now is to lobby your embassy representative in Bosnia and at home and your EU Member of Parliament.

Write a PERSONAL, POLITE LETTER asking them to strongly urge the Bosnia-Herzegovina government to not change the law but instead to start actually implementing it! (For a full translation of the existing law, please download this PDF.)

If you are from the UK, you can mention in your letter an incident concerning SDP representative Nermina Zaimović-Uzunović, the Member of House of representatives of Parliamentary Assembly who proposed amendments to the law.  Nermina Zaimović-Uzunovi said she was disappointed the discussion focused on Dogs Trust and their project (spay-neuter of 3000 strays in June 2013 in Sarajevo) which was financed by “the Queen” – and that Dogs Trust only worked in their own interest and this interest was financed by the “Queen”. Instead of acknowledging the good work done by Dogs Trust, and at great expense, she dismisses it, and certainly does not acknowledge that if her changes come into effect, the 3000 dogs sterilised by Dogs Trust will probably be killed. What a waste!

If you have been reading this blog (see in particular this post, and this) you will know that to reverse or change the existing law (which, although not implemented, has an excellent basis for a humane management programme) for a kill law will be a disaster for a number of reasons, not least of which:
  •  It will damage Bosnia-Herzegovina’s international image
  •  It will fail
  •  It will allow wholesale murder of stray dogs and cats
We already have documentation of how ‘shelters’ tend to ‘euthanise’ animals: by clubbing, injections of bleach and so on. So you can be sure that if the existing animal welfare law is changed, such means of ‘euthanisation’ will become commonplace.

Also, the studies on management of stray dog and cat population are unanimous in that euthanisation is NOT the most effective way to control populations. Euthanasia deals only with the symptoms and not the cause of the problem. It is expensive, inhumane and will not provide a permanent solution. Studies have shown that TNR (Trap-Neuter-Return) and CNR (Catch-Neuter-Return) programmes are far more effective (and far more humane) than euthanasia to reduce the street animal population. Help Pozega Dogs - need funds desperatly

 This group is created to help volunteers from Belgrade HumAnimal who rescue dogs from the Pozega horror shelter in Serbia. It's estimated over 7,000 dogs have abeen killed there and well known they are tortured & systematically starved - we have been trying to save as many as possible by reserving them vetting them/placing them in private kennels & finding them fosters or adopters. But we have run out of funds & need urgent help!

We will raise funds, build awareness and assist with lobbying the government.

This infamous torture dog pound ironically called "Our Home":

- is catching dogs from 7 Serbian cities
- after a few weeks dogs are killed with t61 injenction & no legally required sedation
- or they are strangled or beaten!!!
- dogs are literally starved before they die
- most dogs can no longer walk
- & can barely lift their heads

Pups only couple of months old are curled up on the ground & do not react any more to the human voice.

It is well known that the shelter supervisor & the vet torture the dogs. There are 17+ criminal charges against the management of the pound, but they continue to catch & kill these poor animals.

- around 300-400 dogs are killed per month
- Local Authorities pay 100 euros/dog to the pound!
- they earn around 400.000 euros/year

IN LAST 5 MONTHS 108 DOGS SAVED - 96 SURVIVED BUT HUMANIMAL HAS RUN OUT OF FUNDS :(

- many saved have serious health problems, due to being starved & butchered sterilisations
- some are fighting for their lives
- 38 were very sick
- 11 very sadly died due to being starved/distemper
- 60+ are waiting for adopters

HumAnimal has saved over 350 dogs from Pozega so far and also from other kill shelters & or where dogs are beeing killed but live in horrible conditions as Stara Pazova, Rakovica in Belgrade etc. Over 250 dogs have been adopted in Italy, some in Germany & some in Serbia.

MURDER - BLOOD ON YOUR HANDS

This is a critical petiton to sign given what is happening in Romania right now. Bosnia may well decide to do the same thing.

Animal abuse is rife in Bosnia Herzegovina and the problem of companion animal, particularly dog overpopulation has become a problem of epidemic proportions; there are no humane animal control programs in place and the corruption occurring at management level in many public dog 'shelters' means that shelters are part of the problem, with dogs left to starve or being "euthanised" by injections of bleach or clubbing. The general populace of this country views stray dogs and cats as nothing more than a vermin to be exterminated – or worse.
It is critical that the government of Bosnia Herzegovina immediately implement a mandatory spay neuter program for strays (catch-neuter-return) and also for owned pets; mandatory microchipping; prosecution of animal abusers and corruption in shelter management and education of the populace in the importance of humane treatment of all animals. The link between animal abuse and crimes against people has been documented for decades and needs to be understood by the government and people of Bosnia Herzegovina.

Hi,
I would hope, pray, beg that the action on going in Romania would never have happened but facts are facts. Horrible death, tortuous death, being beaten, stabbed, hung.... Every means of death the people on the streets can do.

We can not allow this to continue and spread to the other countries. WE must stop the spread of this craziness, MURDER is not the way to animal control.

Education of animal owners, neuter and spaying adoption and sponsorship are the means of control.

It is only with hundreds of thousands of people protesting will there be a change, only with the European Union taking action....Will the MURDER STOP.

BOSNIA-HERSGOVINA Killing Dogs is no different from Romina's killings....

The latest posting on In Memory of Vucko: 


 As you know, the Romanian Parliament has ruled that all stray dogs will be killed if, after fourteen days, they 
 remain unadopted. The authorities in Bosnia-Herzegovina will use this as an example to enforce the same law and make it legal to kill all stray dogs. In fact, it’s already happening in Bosnia in spite of existing 
animal welfare laws!  
 Unlike in Romania, there are no celebrities or high profile activists telling the world about it!

The existing Animal Welfare and Protection Act of Bosnia-Herzegovina is in fact a good and functional law. It’s just not being implemented because certain political and professional circles do not want to implement it.

The reason is love!

Hi,
It has been forever since I've written a message for you all. Can you look at the face of this great dog and not wonder what brings the sadness to her eyes.

Like most of the deserted and abandoned street dogs and cats in Eastern Europe. All she wanted was a home.

In this case although, faced with being abandoned as a puppy a great man found her and took her to the home he shared with his brother and sister-in-law. They hated the dog for years the man protected her and supported her on his meager funds.
But the story turns sad here the man being elder, died. His brother took the dog to one of the kill shelters, but friends found her after 2 weeks of searching. she was rescued and is now homed in Germany.

If this story seems unusual, in a way it is, She was rescued... Most dogs and cats in Eastern Europe are beaten to death, poisoned, starved, hit, chased, exposed to sickness, frozen during the sub zero temperatures during the winter.

So you see she was very lucky. She was saved twice...

Milena Malesevic an earthbound Angel

Happy Father's Day to those of you blessed enough to be Father's, or soon to be Fathers... and we can't ever leave out Grandfathers.

Well, Lucy decided to change Milena's video a little, so the old link is no longer working.  This one still has a few errors in it, but minor ones. Nothing of consequence.

We need help raising funds.  It is important to get as many Dogs as possible re-homed. It may seem way to far into the future to talk about the coming winter, but it is there just a few just a few short months from now. Those of us who  can sew, are already making padded rain proof winter coats for the dogs who may still be in open shelters. The less expensive shelters have no heating, even if they have roofing. The best is King's Pension (that is the Bosnian term for Shelter). That costs 120.00 Euro per month. Right now 50.00 EURO runs about $64.00. so we are looking at over 100.00 USD per month for any dog there.. But here they are fed, the kennels are heated and the man who runs it works with the dogs getting them used to being handled and helping them build up their confidence. Well worth the charge, but help is needed, to cover it.

Introducing Milena Malesevic, my hero!

There are times in our life's when a little shame brings us back into the fold.. I am sharing one of those time with you today.

On Face book, I have met and joined a group of people worldwide who are trying to help animal activist  in Bosnia-Herzegovina.

The reason I am ashamed is that I can't seem to be motivated to post to this blog daily... What does it take 5 minutes a half-hour??  And yet there is a Lady in Sarajevo, Bosnia-Herzegovina, who spends her days, day after day, year after year going all over Sarajevo and other areas of Bosnia-Herzegovina feeding the homeless, deserted, vile verman - THE STREET DOGS.
